Review of the noise SEPPs

EPA Victoria is currently reviewing the two State environment protection policies for noise (noise SEPPs):

  • State Environment Protection Policy (Control of Noise from Industry, Commerce and Trade) No. N-1
    (SEPP N-1)
  • State Environment Protection Policy (Control of Music Noise from Public Premises) No. N-2 (SEPP N-2).

What are the noise SEPPs?

SEPP N-1 sets limits on commercial and industrial noise. SEPP N-1 applies to commercial and industrial premises, such as factories, shops, restaurants, farms, mines and quarries.

While SEPP N-1 only applies to metropolitan Melbourne ,commercial and industrial noise in regional areas is covered by the EPA guideline Noise from industry in regional Victoria (NIRV; publication 1411).

SEPP N-2 applies to music noise from public premises such as pubs, nightclubs, outdoor entertainment venues, restaurants, public halls, gymnasiums and retail stores. SEPP N-2 covers all of Victoria.

Noise SEPPs review process

EPA has been undertaking extensive consultation throughout the noise SEPPs review. This includes community consultation based on a discussion paper, engagement with local government and other co-regulators, and various government, industry and community stakeholders.

EPA has also established a Noise External Reference Group, a forum for stakeholders with an interest in the review of the noise SEPPs to contribute to the policy review process.

Feedback received to date has provided a better understanding of key issues and informed  an evaluation of the effectiveness of the noise SEPPs.

The SEPP review is informed by background research and engagement. This has included metropolitan Melbourne noise exposure maps, a social and acoustic survey, discussion paper and summary of feedback , stakeholder and reference groups workshops. EPA Reform

 The Ministerial Advisory Committee's made a number of recommendations in relation to noise following their independent inquiry. In response to the inquiry, the Victorian Government initiated a reform of EPA, and an overhaul of the Environment Protection Act 1970.

Parliament recently passed the Environment Protection Act 2017 and the Government intends to introduce a further Bill in mid-2018 to complete the reform of the Act.

EPA is considering how the Government's response impacts on the review of the noise SEPPs.

Next steps

EPA is currently assessing policy options to revise the noise SEPPs.

A second round of public consultation will follow, which will be informed by an impact assessment of the options considered. You will be given the opportunity to provide your feedback on these options.
